»I agree that low income housing is a systemic problem in the Northeast and the city continues to push the poor to our corner of the city which is not healthy for anyone involved. In order to be healthy and safe, urban neighborhoods should indeed provide a mix of residents from all income levels. My fingers are crossed that Chouteau Courts proves a step in the right direction! I strongly disagree that it's all about money - it's all about our lives - the quality of life for ourselves and our neighbors from all income levels. Diversity is part of what makes urban life appealing but it needs to happen in a healthy way!
»Kansas City does not have a city ordinance against loitering on city property. The code allows businesses to enforce their own anti-loitering rules. If the businesses don't care, KCPD can't do anything. Businesses who do partner with KCPD to report loitering and repeat offenders are successfully keeping the problems away. It's up to the individual businesses to enforce and to the citizens to ask/force the businesses to do so!
»Focusing on meeting the daily needs of the adjacent neighborhoods makes a lot of sense. Improving the ability of the existing businesses to do the same would also help, so things like legible signage (in English), improved customer service, and cleanliness would also help.

»The idea, as i see it, is to improve Truman Rd. so that it IS safer for pedestrians and bikes. Truman would be a better choice for East/West than Indep. Ave.

»Apparently, everyone has ideals but no one is getting nothing done just complaining about this and that. If you want a community to improve and have safe neighborhoods, start with new laws and rules. First banned the loud high power car stereo systems. Give them tickets when police drive around and hear it. These kind of people have no respect for the law. The state can pass laws banning pit bulls now pass a law banning high power car stereo systems. Look at this generation of kids today look how they’re over powering the law and the system. »I agree 100% with kcinsider. I think that another danger of Truman is the crime in the areas surrounding the road. In order to fully experience the validity of an idea for better pedestrian/biking area on Truman, perhaps people would need to actually walk or bike down Truman to see how safe you feel doing so.
»I understand that. What the real problems are: 1. Sidewalks damaged from CITY Owned TREES AND ROOTS; 2. Getting property owners to report because they know they'll be taxed when the city fixes it; 3. Since when is damage from city owned and planted trees "maintenance"? I'm sure my homeowners agent would argue that the CITY is responsible for the damage therefore responsible for the repair. AND He'd be absolutely correct.
»While I think that is a great idea, there are so many vacant commercial properties readily available and those are only being pursued by ethnic stores/businesses.
»The name of the street is not the problem- it's everything that happens on and around it that's the problem. "Prospect" is actually a positive word anyway.
»The part of home owners and businesses doing their share resonates with me. Pendleton Heights recently started a dog walking group that includes a portion of Independence Avenue on their strolls. They also bring along trash bags to do exactly what you suggest here.
»With Chouteau Gardens being slated for demolition, that walk between Pendleton Heights and the River Market will be more inviting. If the spot is built up as another government housing project though, the problem will return. That location has million dollar views of the city and could easily have river views too, so couldn't it be a viable site for some very nice privately owned condos? I'm not talking condos in the half a million+ range either. For now, that spot can't justify such a thing but couldn't it be attractive in the 170k range? If that doesn't make sense to investors, it would easily make a convenient and sensible spot for university housing. The main thing I'm sure we all can agree on is that the atmosphere of the space between Northeast and Columbus Park must permanently be made less sketchy than it has been for too many decades. The only way I see that happening is through private ownership of the property where Chouteau Gardens currently sits.
»My last reply reads as cranky and pointless. I apologize for that, and clarification is in order. Many of us have discovered that we're made to feel unwelcome when we've stopped to shop at most of the ethnic businesses along the avenue. The situation isn't going to resolve on it's own and until we have a "jewel" in the crown of our diversity, we're stuck. My disappointment is amplified here because I know that an offer was made (and declined) on the potentially spectacular space on the northwest corner. It would have housed an equally spectacular business; one that would have served as a beacon for other top notch businesses (ethnic or otherwise)...but no. So we continue to sit and fantasize over what could be, while apparently disinterested property owners sit back and ignore the fact that with a little work (and some tax incentives), they could be making more $ than they ever dreamed they could off their currently sad little "potentials" on the Boulevard.
»There is often a big difference between what a property owner thinks his/her property is worth (especially when some inquires about its availability) and what the market says it's worth. That explains why some attractive parcels or buildings sit vacant or under-utilized for so long. In many cases, a change of ownership may need to be "facilitated" by using the code enforcement process or through the use of eminent domain to acquire the property for an approved redevelopment project.
